New Bulk Mail Requirements
1. Effective immediately all bulk mail address list must be processed through the Postal Service NCOALink (National Change of Address Database) processing. This process is also sometimes referred to as the “Moves Update” Report. During this process the addresses are run through the database and any new information that may be on file is updated and corrected so that the amount of undeliverable mail is reduced. The update must go back for no less than 90 days. If you address your own mail pieces then you must supply the reports in order for Campus mail to deliver your mail to the US Postal Service.
2. If you purchase your mail list from a brokerage then they must supply you with written proof that the mail list has been processed through the NCOA. The forms you should request are called “CASS” Summary Report (PS Form #3553) and “NCOA Link” Processing Summary Report. Proof of this processing is required by the US Postal Service. Fines will be posted against any mailer if they are unable to provide this information.
UGA Bulk mail Services has the software and equipment to process mass bulk mailings within the requirements of the US Postal Service. All address list(s) are processed through the NCOALink as a standard part of processing. There is no extra fee for this process if we run and prepare your job for mailing.
3. If you cannot obtain proof that your list has been processed through the NCOALink there are two other options that you may choose to use in order to receive the bulk mail rate.
An Ancillary Service Endorsement such as “Return Service Requested”. Please be sure to check the Postal Service website at usps.com for a list of prices in the different services that are offered.
You may add a line to the address that states “Or Current Resident”. This can be put into your data base once you get it.
If you choose to use either of these methods Campus Mail Bulk mail can add this wording to your mail piece for you at no extra cost.
4. Please be aware of the new tabbing requirements that are now in effect by the Postal Service. Please see their website for more information on placement and size of tabs, usps.com. This is for booklet tabbing. You will need two tabs on the leading edge and one of the trailing edge (for mail pieces with two or more staples).
5. If you have a letter size brochure that has two or more staples in the folded spine, it may have to be processed as booklet. The processing and postage for a booklet is more than the average letter or flat that does not have staples in it. On average the increase in postage could be as much as $200.00 more for a job that has 1000 pieces to it.

New Address Standards for Commercial Flat-Size Mail
Define the “top half.” Fold and crease the piece, or measure with a ruler.
Place the delivery address entirely in the top half. It can be parallel or perpendicular to the top edge, but not upside-down.
Done with “top”! Now place the postage and return address in relation to delivery address as it is read (postage to the right or upper right, return address to the upper left).
The delivery address must be entirely within the top half of the mail pieces.
