Temporary
staffing at UGA
University of
Georgia departments frequently require temporary staffing services.
This information is designed to assist UGA departments with temporary
staffing needs.

to provide temporary staffing personnel to University of Georgia

Contract
in effect for hiring temporary staffing personnel through outside
vendors
Effective February
1, 2005, only vendors who have contracted with the University
of Georgia may supply temporary staffing personnel to University departments.
A list of approved vendors, certain contract provisions, and applicable
forms are available on the Procurement Office's
temporary staffing web site. Information technology positions
are exempt from this contract requirement.
Other ways to meet temporary staffing needs at UGA
University of Georgia departments may fill temporary staffing requirements
in three ways, as reflected below:
- Contract for
the services of temporary
staffing personnel through approved
outside agencies. These individuals are employees
of the staffing agency and are not considered "UGA employees."
- Identify and
hire temporary UGA employees independent of the Human Resources
job posting and recruitment process. These employees are considered
"temporary employees" as defined in the UGA Administrative Policies
and Procedures Manual under "Types of Employment."
- Post student
employee positions with the University of Georgia Career Center. These
employees are considered "student employees" as defined in the UGA
Administrative Policies and Procedures Manual under "Types of Employment."
What
requirements apply?
Temporary staffing personnel hired through outside agencies (# 1
above):
- Can only be
hired through approved
vendors after invoking the contract using the
temporary
agency staffing authorization form
- Are employed
by the vendor and covered by the vendor's applicable benefits packages
(including worker's compensation)
- Complete a
special temporary
staffing time sheet
- Are paid by
the vendor (the vendor is paid by the UGA department contracting
for services via a check request)
- Can be continued
for indefinite periods of time as needed and funding is available
- May not operate
state vehicles in the performance of their duties
- May be discontinued
at any time without the right of appeal
Temporary
and student employees hired through the UGA Career Center, or
directly by departments (# 2, & 3 above):
- Are added
to the UGA Payroll/Personnel system via a University personnel report
- Must go through
UGA's online orientation
- May be restricted
on the number of hours they can
work and duration of employment

of Employment in the Administrative Policies & Procedures
Manual)
- Complete UGA
time sheets (as applicable)
- Are paid through
UGA payroll
- May operate
University vehicles in the performance of their duties
- Are covered
by UGA's worker's compensation insurance
- May be discontinued
at any time without the right of appeal
Which
option is best?
Each option has both advantages and disadvantages.
Departments should assess their needs and determine which option
provides the most flexibility given their unique needs. For example,
staffing agencies are able to fill routine job requistions more
quickly, often the next day after receiving a request. However,
if a position requires the temporary employee to operate a University
vehicle, s/he must be hired through UGA rather
than a staffing agency, as terms of the contract prohibit temporary
personnel hired through outside agencies to operate University
vehicles.
